Winstonville, Mississippi

Site description

Winstonville is a small, town located in the Empowerment Zone in northwest Mississippi that includes the towns of Mound Bayou and Rosedale. There is currently no tax base as there are no businesses in the town, and the only elementary school in town has since closed after consolidating with the Mound Bayou School System. Town officials are interested in developing two particular pieces of abandoned property, one a former dry cleaner, and the other a former cotton ginning facility.

Summary of assistance

TAB provided technical assistance to the small town of Winstonville, MS (population 500) as the town went forward with plans to submit an application for funding under EPA's Brownfield Assessment Demonstration Pilot. Winstonville has no tax base (business and industry moved out long ago) yet the outlook for retaining population and providing a foundation for attracting new business back to the area is a little brighter because of the EPA Brownfield program. TAB provided some information and maps for the brownfield application. Due to miscommunication between the town of Winstonville and the private consultant the town was working with, the application was not submitted. Since then, TAB has been working with the Mayor to update him on opportunities and to provide information relevant to brownfield redevelopment issues.
