	What	Review eligibility for "Partial" remediation, and overall site-specific approach.	Consultant estimates cost, based on a site-specific scope of work, to provide RI work plan and Quality Assurance Project Plan (QAPP) required by EPA.	Remedial Investigation work plan. A cost estimate for actually performing the work should be submitted to Pilot under separate cover. QAPP required by EPA to establish data collecting objectives and assure usefulness of data obtained through RI.	Remedial investigation application and a "Partial" application if eligible .	If submitting RI VRP Application, State must approve RI work plan. QAPP must be approved by EPA prior to field work.	Remedial investigation following Risk Assessment guidelines that (1) determines nature and extent of potential threats to human health and environment through data collection and site characterization that (2) includes proposed remedial action goals.	Remedial investigation report that includes proposed remedial action goals.
