Site description
The Port of Houston Authority (PHA) is proposing to construct in three
separate phases an eleven hundred acre (1,100 acres) container terminal
and cruise ship complex at its Bayport facility located in Harris
County, Texas. The PHA has submitted an application to the U.S. Army
Corps of Engineers (the COE), Galveston District for a permit to
construct the proposed facilities at the Bayport Channel. Due to public
concern regarding the environmental consequences that could result from
this project, the assessment of environmental impacts as been expanded
and will be addressed in an Environmental Impact Statement (EIS). The
draft EIS is planned for completion by July 2000. The final EIS is
expected to be completed by February 2001.
Summary of assistance (last service August, 2001)
TOSC has been asked to objectively evaluate water quality, air quality
and transportation related environmental impacts that could result from
the construction of the Ned S. Homes Bayport Terminal. Specifically,
TOSC will:
- Compile and interpret existing data and identify the implications for the Bayport Terminal project in the following areas:
- the sediment and water quality in the Bayport Channel,
- the potential effects and problems of ballast water and its release,
- the relationship between ship traffic and the resuspension of sediments,
- the impact of channel dredging on various ecosystems,
- the impact of construction on wetlands.
- Conduct a critical review of the water quality issues addressed in the Environmental Impact Statement (EIS) upon its release. General comments on the remainder of the EIS will also be provided if the community feels it is helpful.
- Attend and participate in any public meetings that will aid in our effort to assist the Pineloch Community Board.
